The Historical Background

1992


In 1992 the government of Swaziland established The National Disaster Task Force, which comprised of technical officers from different government ministries deployed to respond to the 1992 drought disaster. This was an ad hoc committee that was constituted at the disaster on - set phase and was mainly mandated to provide emergency relief hence inclined towards disaster response.

In the advent of disaster risk management the focus shifted from disaster management which was mainly reactive towards a more proactive approach of Disaster Risk Reduction. DRM Framework with the main focus on Prevention, Preparedness, Response, Mitigation and Recovery (Rehabilitation & Reconstruction).

2014


In order to improve institutional efficiency and effectiveness in carrying out its mandate the government of Swaziland established the National Disaster Management Agency which operated as Government Department that was initially placed at the then Ministry of Regional Development and Youth Affairs and was later transferred to the Deputy Prime Minister’s Office

In the year 2014 the Government established NDMA as a Category A Public enterprise through Legal notice No.8 of 2014. The parastatal is governed by the Public Enterprise (Control & Monitoring) Act of 1989 and the Disaster Management Act, 2006

Mission

We exist to build a nation safe from disasters, prevent and substantially reduce the impact of disasters and timely assist those affected to recover by ensuring that our people are well informed and participate in reducing the risk caused by disasters.

Goal

The goal Disaster Risk Management is to prevent and minimize the impact of disasters on vulnerable communities and groups; develop response systerms and standards; and issue timely alerts on any disaster and help protect the country’s critical infrastructure.

Mandate

The National Disaster Management Agency is mandated by the 2006 Disaster Management Act of Swaziland to lead, coordinate and manage a comprehensive and lead, coordinate and manage a comprehensive and systematic disaster risk management function of the country through mainstreaming of Disaster Risk Reduction into Sector Plans and Budgets.

The role of NDMA is to provide strategic and technical leadership and guidance on a well-coordinated framework for the development and implementation of effective Disaster Risk Reduction/Management programmes and activities, and align them to national and regional development planning.
